No Storage group created in Exchange 2007 in windows 2008 SBS

I need help, we have client, who has installed windows 2008 SBS & exchange 2007, but the problem is there is no storage group listed in server configuration role, so no mail box can be created, whether this could be license problem are some other issue, please tell ur suggestions regarding this, why no storage group created........
